The ϳԹ's (NPS) Naval Research Program (NRP) is funded by the Chief of Naval Operations, and supports research projects for the U.S. Navy (USN).

The organization of NRP is based upon an annual research topic solicitation process that merges the DON research, analysis, and study requirements with NPS faculty and students who have unique expertise and experience. The NRP Topic Portal facilitates an ongoing collaborative workflow environment between NPS Faculty and Topic Advocates for review, submittal, and discussions stages for NRP topics nominated for potential funding consideration.

NRP Funding Classification

NRP funds are categorized as BA6-RDT&E Management Support. NRP projects must be scoped within this classification.

Topic Guide | View & Search Topics

Current and past topics can be found in the Topic List tab of the Topic Portal.

  1. Navigate to /nrp/topic-portal.
  2. Log in via NPS credentials or CAC authentication.
  3. Select the Topic List tab. All topics from the current FY will display and can be reordered by Topic ID, Topic Title, Topic Advocate Organization, or Topic Type.
  4. Select a particular Fiscal Year, or All.
  5. Select a Funded status (Yes, No or All).
  6. Enter search terms in the Keywords field.
  7. Click Search.

Search tips:

  • The Keywords search queries all fields of the topic except for the Topic Advocate's phone and email entries
  • To better target your search results, input your search terms in quotes, i.e., “Predictive Analytics”

Adding a topic to My favorites will provide you with quick access to topics of interest and email notification of any updates to the desired topic. When viewing a topic, simply click Add to Favorites.

Create a New Topic

If you are a prospective Topic Advocate looking for NPS faculty and students to work on a research project, you may submit a topic to be reviewed and approved in the “Create Topic” tab.

Faculty and students must secure a fleet Topic Advocate external to NPS for any proposed research, and topics may only be submitted by fleet Topic Advocates.

If the topic's Technical POC is different from the Topic Advocate, mention this in Topic Notes at the bottom of the form, and include the POC contact information. The topic's Technical POC must not be NPS personnel.

After logging in to the Topic Portal, select the Create Topic tab.

Complete the required fields; fill out the form completely before submitting.

Be mindful of character limits! Copy-pasting content may result in losing everything over the character limit.

Microsoft Word encodes characters differently than websites do. There may be a minor variance in character counts between the two systems.

Primary Research Focus Area

Select the single Research Focus/Program Area that most closely aligns with the research topic:

Topic Title

Limited to 150 characters

This will be the header entry and the first exposure of your topic to students, faculty, and the research approval chain. Please be succinct.

Topic Description

Limited to 240 characters

This is the succinct summary of the topic.

Additional Topic Details

Limited to 1500 characters

This field provides an opportunity for you to expand on the topic you would like to have researched. Specify decision points the study is designed to support. These decisions could include program milestones, budget submissions, planning for major war games, Fleet exercises and experiments, etc.

Potential Research Focus/Questions

Limited to 150 characters each

Enter up to three concise research focus questions.

Desired Curriculum

Select you think most closely align to your topic research needs.

Topic Aligning Guidance (TAG)

All Topics must be directly aligned with Navy guidance. Topics outside of this guidance will not be considered for selection and funding.

Topic Advocate Organization Priority

Select High, Medium, or Low - based on your organization’s ranking of current topic proposals to the NRP.

Topic Completion Timeframe

Projects will be executed in 12-month phases. Projects requiring additional research time and funding beyond 12 months will be individually evaluated for continuation funding or funding cost sharing with the Topic Advocate organization.

Topic Requires Classified Briefing

Select Yes if the research topic requires a classified discussion or brief.

Remember: This is an unclassified form. Do not enter classified information here!

For classified studies, enter an unclassified title, maximum permissible unclassified detail and provide detailed POC information (Name, Phone, NIPR email address, and SIPR, JWICS, and/or NSANet email addresses) in the Topic Notes section. NPS faculty will contact the POC to coordinate receipt of classified details.

Topic Advocate Details

Please enter your information, as the primary contact for this topic. NRP policy requires Topic Advocates to be the ones submitting topics.

Please note: if you're going to retire or change duty stations soon, you should enter a secondary Topic Advocate to take over your topic after that.

Topic Advocate Title

Enter salutation/rank. e.g., Major, Col, LT, Dr., etc.

Topic Advocate First and Last Name

Please enter your first and last name.

Topic Advocate Service Branch

Select your military branch from the pull-down menu, or select “Other” to manually enter your service branch if you don't find yours in the list.

Topic Advocate Organization

Common organizations are available in the pull-down menu. Select “Other” to manually enter your Topic Advocate Organization if you don't find yours in the list.

Topic Advocate Phone

Please enter the phone number that all contact should go to for this topic. Office or DSN preferred; please use the Topic Advocate's phone number whenever possible to avoid delays or confusion.

Phone numbers will automatically format based on the selected country code. USA phone numbers use the "+1" code, and will auto-format with dashes.

Example: 123-456-7890

For all international phone numbers, please use the "Other" option to enable custom formats.

Please carefully check the phone number, as NRP has no way of verifying it.

Topic Advocate Email

Pleas enter the email address that all notifications and contact should go to for this topic. Official email preferred; please use the Topic Advocate's email whenever possible to avoid delays or confusion.

NRP recommends copy-pasting the email address to avoid errors from re-typing it.

Additional Topic Advocates

Use this to add additional Topic Advocates as needed. For example, if the Topic Advocate is retiring or changing duty stations soon, please indicate a secondary Topic Advocate to take over the topic after this.

TRB Organization

Select the organization that will represent your topic during IREF Prioritizations. Click here for a list of all current USN TRB organizations and their primary contacts. Review the NRP Process Cycle for more detail.

Topic Keywords

At least one keyword is required, however multiple keywords will enhance visibility to researchers browsing topics with the intent to submit IREFs, as well as increase the probability of your topic's IREFs being selected for funding.

Please comma-separate your keywords. Keywords are not case-sensitive, but NRP prefers lower-case for keywords that aren't acronyms or abbreviations. Example: "artificial intelligence, AI, machine learning, large language model, LLM"

Topic Notes

Enter any additional notes about this topic that you would like to share with the NRP Topic Portal Admin. This field is not for additional topic details.

Topic Guide | Submitting a Topic

Submitting a Topic

Once you've filled in all the fields in your topic, click the blue Submit button at the top or bottom of the page. Upon submission, an automated email notification will be sent to you and the NRP team.

Please only click the Submit button once. Duplicate topics may be created from multiple clicks while your submission is still processing.

Review process

The NRP Topic Portal Admin will review your draft submission, and may contact you if any clarification or revisions are needed before posting the topic to the Topic Portal.

You will receive a second email notification when your topic has been approved and posted for consideration.

Please note: Topics will not show up on the Topic Portal until after they've been reviewed and approved by the Topic Portal Admin.
