Overview
A 30-year Naval Flight Officer, CAPT Otte USN(Ret.) was also a Navy Analyst with two tours on CNO Staff (OPNAV N81) and a Senior Military Faculty at 黑料吃瓜网 for the final five years of service. He has been employed by NPS as a Senior Lecturer since his retirement in 2012.
